Separate and sealed bids for the construction of PHASE ONE - TANK.REHABILITATION where the Contractor will repair and repaint a 200,000 Gallon Elevated Storage Tank. Bids will be received by the Houston Palestine Water Association herein called the "owner" at the office of Engineering Solutions, Inc., 12054 Hwy 371, Marietta, MS 38824, until 6:30 p.m. local time, on September 26th, 2024, and then at said office publicly opened and read aloud. 

The Contract Documents, including Drawings and Specifications, may be examined at the office of: 

1) Houston Palestine Water Association, and 
2) Engineering Solutions, Inc. 

The BID SCHEDULE may be examined at the following locations:

Bids will be received for a single prime Contract. Bids shall be unit price pay items as indicated in the Bid Form. Contract Documents, including Drawings and Specifications, are being made available via paper copy or digital copy. Plan holders are required to log-in or register for a plan room account at www.esiplans.com to view and order Bid Documents. All plan holders are required to have a valid email address for registration. Bid Documents are non-refundable and must be purchased through the website. For anyone interested in submitting bids electronically in place of sealed bid, they may do so only through www.esiplans.com. Paiiial sets of Bidding Documents will not be available and neither Owner nor Engineer will be responsible for full or paiiial sets of Bidding Documents, including Addenda if any, obtained from sources other than the plan room. 

SUBMITTAL OF ELECTRONIC BIDS: Each electronically submitted bid must be submitted in "pdf' format and shall contain the same information and forms as required for the paper bids. Note - electronic bids must be secured with a bid bond. In the event that an electronically submitted bid has a corrupted attachment, the bid will be considered null and void by the owner.

Each bid submitted must be marked on the outside "Bid for: Phase One - Tank Rehabilitation, Houston Palestine Water Association".

A satisfactory Bid Bond executed by the Bidder or an accepted Surety, a certified check, or bank draft payable to the HOUSTON PALESTINE WATER ASSOCIATION, on negotiable

U.S. Government Bonds (at par value), shall be submitted with each bid in an amount equal to five percent (5%) of the total bid. 

Minority and women's business enterprises are solicited to bid on this contract as prime contractors, and are encouraged to make inquiries regarding potential subcontracting oppo1iunities and equipment, material, and/or supply needs.

Any contract or contracts awarded under this invitation for bids are expected to be funded in whole or in part by anticipated funds from the ARPA Rural Water Associations Infrastructure Grant (RWAIG). Neither the State of Mississippi, the Local Governments and Rural Water Systems Improvements Board, nor any of their employees is or will be a party to this invitation for bids or any resulting or related contracts. This procurement will be subject to all applicable sections of the Mississippi Code of 1972, Annotated, as they apply to local governments, in accordance with RWAIG Program Regulations.
